This module emphasizes that effective whale shark conservation and marine protected area (MPA) management depend on meaningful, inclusive stakeholder engagement. It highlights the critical roles of local communities, government agencies, fisheries, tourism operators, NGOs, researchers, and the private sector in ensuring ecological effectiveness, social legitimacy, and long-term compliance. By integrating local knowledge, fostering trust, and applying participatory approaches—particularly through co-management that combines top-down governance with bottom-up community involvement—the module demonstrates how conservation outcomes can be strengthened while reducing conflict, improving compliance, and enhancing social and economic co-benefits for coastal communities in Saleh Bay
