Konservasi Indonesia (KI) and Conservation International (CI) are designing the world’s first Manta Impact Bond, an outcomes-based financing instrument to mobilise funding for the protection, monitoring, and enforcement of habitat for manta rays and other critical marine species alongside biodiversity-positive livelihood development in Indonesia.
The Manta Impact Bond is structured as an environmental impact bond, a pay-for-success contract in which private investors provide upfront capital for conservation activities, and outcomes funders repay investors’ principal, plus a performancelinked return based on achievement and independent verification of pre-agreed conservation and livelihood targets.
Initially focused on two pilot sites: Raja Ampat in Southwest Papua and East Flores in East Nusa Tenggara, the Manta Impact Bond is envisaged as a replicable, results-based financing model for protecting migratory marine species, and unlocking private finance for marine conservation across Indonesia.
